On a fresh installation of the latest OBS, I install the signer, configure it,
make sure the signer is working, and then it does not create a project key
every time I add a project!

Steps to Reproduce:
1. install obs from openSUSE:Tools:Unstable
2. get it working
3. use the configurations above, just use your own keys
4. curl -0 --user "USER:PASSWORD" -X PUT -T
/usr/share/doc/packages/obs-api/openSUSE.org.xml
http://127.0.42.2/source/openSUSE.org/_meta

Actual Results:
I get a /usr/bin/sign: Permission denied.
So I su to root and run chmod 4777 /usr/bin/sign.
Now it says /usr/bin/sign: 256

Expected Results:
For it to say "ok"
