I have checked with the vpnc developers, but vpnc is not intended to be run by
a normal user. This is also the reason that the binary was placed in /usr/sbin
to clearly state that the user root should be the one running the program.

This is required as that the network device tun0 has to be created.
Theoretically it would be possible to run vpnc as a normal user, but then a lot
of things have to be setup first (as user root).

Based on the above I close this bug as wontfix.
