The sshd scripts depend on

$network $remote_fs

which expands to

network boot.localfs +boot.crypto +nfs +smbfs

.. otherwise /usr over NFS or SMBFS would not work.
And I'll not change that or we would break LSB.

Maybe a line

# X-Start-Before: kbd

within /etc/init.d/sshd INIT INFO section may help.
