No, that is not correct. The bin file, needs to be run by the user to have GE installed in a directory specified by the user. Because of this it will most likely be installed in a user specific location and thus result in a not system wide installation...
If that's the case we asking for redistribution won't lead to success. GE first need to offer a rpm which we then may distribute in the non-OSS part.
For Debian there is a script called make-googleearth-package. This downloads GoogleEarthLinux.bin from http://dl.google.com/earth/client/current/GoogleEarthLinux.bin runs the .bin file and makes a package of it. The script make-googleearth-package add some .desktop and .mime files to the package and it takes care that the GE is system wide available. Thus GE is not providing a .deb package that is done by script. Hopefully this answers your question.
