interesting.. the whole permission thing for the config was just preventing
libselinux read access to the file, then causing itself to default to
"targeted" as the name of the policy(reason everybody was renaming the policy
to "targeted"). chmod 644 (or 0644), should set that file correctly.

as for init upstart=1 seems you probably need that now since there using
upstart for 11.3 (not sure with 11.4m4 though). In your case your saying the
policy is not loading, with the chmod case the policy was loading, it just was
defaulting to "targeted". maybe something with upstart not being patched,
and/or sysvinit(load_policy())


I can give a try at 11.3 but keep in mind things are hectic at the moment so it
might take some time.
