So suppose I got /etc/init.d/nfs to check if network-manager was configured
and if it was, then don't try to mount any NFS shares on the assumption that
the dispatcher.d/nfs would mount them once the network was up?

Of course I wound some way to tell if nfs was being started by init,
or by NetworkManager. If there some easy way to test that?
i.e
1/ Is NetworkManager configured
2/ Is this script being run from a NetworkManager dispatch script?
