I just tried the steps you noted in description and do not see the problem.
Can you see if the network can be created using libvirt directly? E.g.
xen24:/tmp # cat net.xml
<network>
<name>internal</name>
<ip address='192.168.100.1' netmask='255.255.255.0'>
<dhcp>
<range start='192.168.100.128' end='192.168.100.254'/>
</dhcp>
</ip>
</network>
xen24:/tmp # virsh net-define ./net.xml
Network internal defined from ./net.xml
xen24:/tmp # virsh net-list --all
Name State Autostart
-----------------------------------------
default inactive no
internal inactive no
If this doesn't work, set LIBVIRT_DEBUG=1 in environment and retry the
net-define, posting debug output.
Oh, and what version of libvirt are you using? 0.7.2 that shipped with 11.2 or
are you using factory? Thanks.
