Yes, and that was a problem since years. The point is that you can't get any correct device permissions without consolekit nowadays. A display manager is for using X on a local machine. When you use a local machine, you'd certainly need accesses to local devices, including console. And, local device accesses need ck. This is the logic. Of course, you can set the permissions manually somehow statically. But, this is not a way we recommend nor support, and what user must do at his own risk. Giving an error for invalid usage is the right behavior in that sense.
IMHO we should consider not to handle a non-existing ck-daemon fatal.
Then it should be started with -no-consolekit (or whatever I forgot) option, or change the xdm config file not to use CK. Again, running without ck-daemon means that you don't get the right device permissions. This is actually fatal. It's no good to give a fallback in such a case.
And improve the error message (add "console-kit-daemon not running?"). Maybe both.
