If you remove the "--no-timestamps" options (or override QUILT_DIFF_ARGS and
QUILT_REFRESH_ARGS in your ~/.quiltrc after sourcing /etc/quilt.quiltrc),
you'll get patches with timestamps.
I have never used patch's --set-time (-T) option together with quilt, and
simply adding -T to QUILT_PATCH_OPTS in quiltrc will not work: when quilt
changes files by pushing or popping patches, all modified files end up with the
current timestamp instead of restoring the original timestamps. When working in
a source tree, this allows "make" to rebuild the appropriate files. Properly
supporting a "preserve timestamps" mode would need to change this behavior.
