Sysconfig does not load any hardware modules. This is done automatically
by the kernel or by udev rules. These rules are either static as this one:
/etc/udev/rules.d/77-network.rules:
# Driver module ipw3945 requires an userspace daemon to register network
# interfaces.
SUBSYSTEM=="drivers", ACTION=="add", DEVPATH=="/bus/pci/drivers/ipw3945",
RUN+="ipw3945d.sh"
or added by e.g. yast2 to /etc/udev/rules.d/79-yast2-drivers.rules.
