I noticed that entries in first tab in Kickoff menu have descriptions in English while corresponding entries found in 'Applications' have them localized perfectly. So I guess it's a bug... Reproducible: Always Steps to Reproduce: 1.Boot to RC1 KDE LiveCD, chosing non-english language 2.
