Duh, you're right. It's not that Qt CC would require yast2-qt in runtime (it is
a standalone Qt app, independent of YaST). It's rather that the check for the
presence of Qt UI is too strict.
yast2-qt shared lib (libpy2qt) is needed for YaST modules to have Qt UI, but
not for Qt control centre itself. In spite of that, the shell script starting
YaST requires its presence in any case and falls back to ncurses if it is not
there.
