While I can't check the full DVD images (don't have a local mirror, and downloading simply takes too long), openSUSE-NET-Build0233-x86_64.iso clearly has an issue: /boot/x86_64/loader/linux and /boot/x86_64/vmlinuz-xen are identical (but interestingly the two respective initrd-s aren't).
Since SLE11's Xen tools know pv-ops kernels (i.e. can deal with the bzImage format), they do find a PT_NOTES segment, but not the necessary Xen notes (and obviously also no compatibility __xen_guest section), hence the error message looks as if the image was at least somewhat Xen-ish.
Setting up my own install source and laying down an internal kernel build I could no longer reproduce this problem. I am hoping this issue is resolved with the next milestone release and your most recent kernel checkin.
