Creating a tap interface with a non-tap name, such as
/etc/sysconfig/network/ifcfg-foo2:

STARTMODE=onboot
BOOTPROTO=static
TUNNEL=tap

and `ifup foo2` will produce this error:

Interface foo2 is not available

Reason for that is that /etc/sysconfig/network/scripts/functions function
is_iface_available checks for the interface name "tap*" instead of the
TUNNEL=tap declaration.
