Not really.

cpufreq-set -g userspace
You need a userspace daemon now for controlling cpufreq. If you have one, I
wonder what the difference to ondemand would be. Ondemand may change freq more
often. You can try:
echo 200000 >/sys/devices/system/cpu/cpu0/cpufreq/ondemand/sampling_rate
then ondemand is not switching that often.

BTW, what is it by default:
cat /sys/devices/system/cpu/cpu0/cpufreq/ondemand/sampling_rate
(I may need some time to answer the next days).
