Yes it does survive a shutdown of the guest.
The interrupts in the Dom0 stem from the boot of Dom0, as I only reassign
the PCI slots to pciback/DomU later in the boot process (I belive my very
first posting to bugzilla (not for this bug, but the previous one) had the
procedure I use attached).
Yes, IRQ 18 (which is truly shared between the domains) continues to work
even after a shutdown of the DomU.
I still have some issues with the USB devices in this setup, but I believe they
are not related to DomU PCI delegation. Haven't found time to report them yet.
