Well, there's kind of some black magic involved. kupdateapplet (or
any other PolicyKit aware app for that matter) does not call for
PolicyKit-kde specifically. It just requests PolicyKit service on
the dbus. PolicyKit-gnome installs a dbus autostart file that causes
dbus to start it if polkit services are requested. PolicyKit-kde
does not have a dbus autostart file (two wouldn't work anyways).
Instead /etc/xdg/autostart/policykit-kde.desktop instructs KDE to
start policykit-kde on session start. The file has OnlyShowIn=KDE so
other desktops probably ignore it. Remove that line (provided that
xfce supports xdg autostart) or start policykit-kde from your
xsession manually.
