Originally I had only this incarnation of policykit installed, and kupdateapplet did not work with PackageKit as the engine (unable to authenticate as root). After installing PolicyKit-gnome-0.9.2-9.23, I noticed that kupdateapplet uses it instead of policykit-kde by default (which is surprising for a KDE application) and then the updates work. I'm running Xfce as the desktop environment, if it matters.
