[Bug 404142] passwd.md5 is not created by lppasswd

seems to be a ownership issue:

...

ll -d /etc/cups 4 drwxr-xr-x 6 root lp 4096 Jun 17 19:22 /etc/cups/ ll /usr/bin/lppasswd 16 -rwsr-xr-x 1 lp sys 14496 Jun 7 00:44 /usr/bin/lppasswd

Workaround: become root and use "lppassd" in the meantime.
