I'll take this. The best 'fix' is in osc here. You could still file a separate
bug for icecream to not fail createenv if only gcc installed but no g++.
FWIW the explanation for the code duplication with handling extra packages is
that build has two modes. When called locally it also resolved dependencies
locally ie it has to handle extra packages itself. When called via osc the
build service server resolves dependencies and only tells osc (which in turn
calls build) what to install. In that mode osc has to tell the build service
that it needs to include extra packages in the calculation.
