I do not claim to have a solution for this bug, but the following does solve
the problem manually. I do not have much experience with mod_perl though.
I added the following code (line 37) to t/conf/modperl_extra.pl just to see if
startup_info() returns:
..
reorg_INC();
startup_info();
Apache2::ServerUtil->server->log->info('peep'); # added manually
test_add_config();
..
After running `make test` in the command line again, I received the following
test result summary:
