I've been thinking about this back and forth. YaST could set a different
timeout, boot.crypto could guess critical partitions and set a different
timeout. Both would be kind of inconsistent behavior. Also the system can boot
without e.g. /usr. It entirely depends on what the admin wants. Personally I
prefer to have the machine booted in case noone is there to enter the password
so I could at least log in to fix things up. So unless a whole lot more people
complain I leave the timeout on by default.
