Why do you think NetworkManager's signal emission is to blame here? Yes, this
used to be a problem in 0.6.x, but I'm pretty sure this is not happening in
0.7. The code has:
if (saved_state != new_state) {
saved_state = new_state;
g_signal_emit (foo, signal, saved_state);
}
I also tried with a small test program:

and it works exactly as I would expect it to work.
