The "scanner" capability is from your
/etc/hal/fdi/policy/10osvendor/80-scanner.fdi:

Due to the naming of the file (80-scanner.fdi which is after
20-acl-management.fdi, the file which contains the acl rule matching/handling)
and the position (/etc/hal/fdi/policy/10osvendor/) you get no acl handling. You
should move the file to /usr/share/hal/fdi/information/20thirdparty (or
/etc/hal/fdi/information/20thirdparty).
Or you should remove this file to get the yast script running correctly.
