Confirmed in 11.1 gold.
It is not needed to change runlevels to trigger the bug, rcavahi-daemon restart
is enough.
It only happens when avahi-daemon is started as daemon ("avahi-daemon -D").
Starting avahi-daemon not in daemon mode won't trigger the bug.
Starting avahi-daemon with --debug doesn't give any useful information about
what it is doing.
After attaching gdb to a running daemon eating all CPU, this is the bt:

As a workaround, avahi-daemon can be started in the background as "avahi-daemon
