No. There is such a thing as overwhelming the user with useless popups. This is
clearly such a case.

The very last thing you want as a user is to enter a dialog just to find you
can't use it because some annoying pop-up pops right into your face.

If it is desired to show changes upon package selector start-up, it should be
started with the "installation summary" dialog - which in this case would do
the same thing, just in a much more user friendly way.
