Since it is not true, so I am reopening (I already described this issue in the
original report).
To fix this please change it
from
# PermitRootLogin yes
to
# PermitRootLogin no
It won't change the behaviour _a bit_, but at least it will be informative and
the documentation will be accurate as well.
Btw. I know firewall blocks ssh by default, it is irrelevant here because I am
not talking about enabling/disabling ssh but enabling/disabling root logging in
via ssh.
