You can't tell NM "set network state "on"". Only NM itself can do that because
once NM has an active connection, it also needs to know everything else about
the connection: the active device name, driver, address(es), route(s), DNS(s).
In other words, once you know all that, and also provide monitoring, you've
implemented support for your device in NM. And that's exactly what's missing.

Bluetooth isn't supported in NM. The upstream bug to track it:
