Hello,
I think it calls
stop->stop_all->unload_all->terminate
and in "terminate" is the fuser -k.
It only happens on rare occasions, maybe 1 in 100 reboots and only if
the machine had an longer uptime or something else happend.
I dont thing its a driver issue.
Nothing which I can really debug.
There was one time when it happend and luckly somehow I managed
to get an ps of that machine, and then I had a fuser -k in D state.
(I think)
First I though it was the sound driver, disabled sound in the BIOS
but the permanent fix was the & (and).
I think one way to reproduce it, is with NFS servers.
get your HOME from NFS, start an app from $HOME which uses this device,
then unplug the network cable. --> you get "NFS Server not responding"
messages and then every fuser -k should hang in D.
(a reboot would not work because of another bug I reported)
Most likely the fuser -k problem is similar to my bug report:

but the time when I had this hang it was not a problem with
an NFS Server, but this is the scenario.
fuser tries to kill something which is already in D.
