Actually, looking at the raw value and the dB range the codec provides, this
behavior is rather "normal".

The codec provides a fairly wide range, up to -96dB. That is, if the mixer
shows "50%", it is -48dB. It's almost not audible for normal years.

That is, in Ruchir's case with Dell inspiron 1420, it's expected behavior. The
volume change is just "too much" if you don't know that it means.

Steffen's case is likely also the same. The dB scale is up to -96dB.

In short, it's no bug -- just a little bit unintuitive interface...
