After adding my other user to uucp group it works. I wish if only this step was not needed to do manually since many users do not know such technical details.
Users who don't know such technical details should use networkmanager.
After initial startup umtsmon opens a window and asks if it may fix some problems (requiring root password). I suggest to include also this uucp issue to the list of problems fixed during the initial startup.
Please send a patch upstream. There are no resources available for this right now, sorry for that.
It seems that for my first user it worked (the user was included automatically during the fix operation). My second user was not correctly treated however but I do not remember all steps I have done and I was pretty much confused.
There are several different ways how the second user proceeds to connect: 1.) the 1st user logs out, then the 2nd user logs in and launches umtsmon 2.) the 1st user logs out, the data card is plugged out, then the 2nd user logs in, plugs in the card (or a different card) and launches umtsmon. 3.) other possibilities, including reboot stage I believe that it is not easy to treat correctly all these possibilities.
A finding related to usb_modeswitch: The file /etc/usb_modeswitch.conf which is in root's ownership has any access for standard users forbidden. In my opinion this is not necessary and it likely prevents them to launch usb_modeswitch under user's ID.
The usb_modeswitch that I have packages ahs modeswitch.conf world readable. Please coplain to the person you got your package from.
The same settings are applied also to file /etc/smppd.conf although in this case I do not know if it has something to do with umtsmon.
smpppd has nothing to do with umtsmon.
About Network Manager: I would be happy if I could configure my data card to work with NM but it seems to me 100 times more difficult than to use umtsmon. (I was not able to do it.)
I assume you have filed bug reports for that?
Also, I have very basic problems with NM when I must sometime connect via cable. The yast network setup complaints that my settings (static IP, gateway) can not work with network manager.

Sometime I get a message "use kinternet instead". I am currently confused, not knowing what program should be used for networking.
Generally, the only supported solution for now is NetworkManager.
