Bootloader uses device names from yast2-storage there you can define device
names globally for all disks (default is "by-id"). It means if you select using
(Mount by) by labels bootloader uses labels instead of "by-id" or you can
select kernel device names and after that bootloader uses "/dev/sdXY".
You need define "mount by" in yast2-storage globally not only for 1 partition.
BTW. please be carefull because labels are not used for disks only for
partitions etc.
