I do also suffer from this. 10.3 had the same problem but it happened so
infrequently it didn't bother me. But in 11.0 it happens pretty frequently.
I use GNOME with SCIM. en-US is my primary language, with Japanese and Chinese
as my secondary languages.
The problem with this is there is no clear steps to reproduce since it happens
so randomly. When SCIM is running, many X11 apps stop receiving key strokes
all of a sudden. I've experienced this with OpenOffice, gnome-terminal with
tabbed sessions, firefox, and evolution. When it happens, exiting SCIM or
unsetting XMODIFIERS fix the problem.
It always happens when the input context changes, especially switching contexts
rapidly via key strokes (e.g. Shift-Ctrl-T in gnome-terminal or Ctrl-O in
OpenOffice) makes it a little easier to replicate. Doing so under heavy CPU
load also makes it easier to replicate. For instance, building OpenOffice in
one terminal session (since I develop OpenOffice) in gnome-terminal then
pressing Shift-Ctrl-T to open a new tab can frequently reproduce this problem
for me.
I've also heard reports of Japanese openSUSE users experiencing this problem.
