So I assume that this bug is fixed for 11.1.
The only thing I can imagine going wrong is, that the HID dongle is not
detected as a bluetooth device and thus bluetooth is not auto-started by the
hot/coldplug mechanism. In that case, you need to "insserv bluetooth" to enable
the bluetooth init script unconditionally. If that is the case, please report
back (even though I would not know how to fix that, but I could at least
document it).
