After digging somewhat deeper I have found:
1) /sbin/rmt has not only moved from package dump to package star. Though its
name being still the same, it is now a merely different program. Notably its
usage is totaly different to the former one. It introduces an additional access
control, solely for itself (/etc/default/rmt).
2) Obviously the new version has come in with a software update (unknown when,
9.1 > 10.1 > 10.3?). There was no information about this fundamental change in
a software component. On the client side you just get a simple error message as
shown above.
3) Seems the recent /sbin/rmt version is not suffering the defect the old
program has. Thus this bug report may be closed.
4) Just for information: The diff I have enclosed here was needed not for
Linux clients but for cygwin's tar. Cygwin sends open flags with higher bits on
which causes an open failure with the old /sbin/rmt. The new rmt seenms not to
have this problem.
