I guess if one just wants to clone iscsi configuration (even with all-default values) s/he explicitly does not need open-iscsi package .. ?

Not in this case. For reading iscsi configuration is used iscsiadm tool (from open-iscsi package). In 2nd stage if installation there is exception for this.
