This is not so easy to say, normally the BIOS and then the the OS try to figure
out the settings and IRQ routing via ACPI calls, unfortunately here are lot of
buggy ACPI BIOS out, so this does not work in every case.
So this could be an ACPI issue or something with the BIOS.
You could try to check the BIOS with the 'Firmware Test' we have in our boot
menu on the installation disks, look for any informations, maybe uninitialized
items and if there any, report it to the manufacturer, you should also look, if
there is some newer BIOS version for your board.
A other option/workaround could be to boot with pci=noacpi.
I do not think that it is a bug in the network driver.
