AFAICS we don't have the necessary information on that level. This
functionality would need to be done in libzypp, but then it would be
inconsistent to the UI behaviour because libzypp doesn't know what packages are
currently displayed in the UI's package list.
Also, I wouldn't know how to differentiate both possible approaches (the old
"update where newer version available" and the new one you are suggesting) on
the UI level so users wouldn't be utterly confused which one does what.
Clearly, this is an expert option, so using zypper is the obvious thing to do.
The YaST2 package selector UIs are already quite overloaded with arcane
functions that often lead to misunderstandings and resulting bug reports.
