Use 'zypper up -t package' to keep your system up-to-date. But we're drifting
away from the bug.
Anyway, I looked at the provided test case, you really had two kernels
installed: kernel-pae-2.6.25.4-10 and kernel-pae-2.6.25.5-1.1. The solver test
case includes the following requests:

kind="package" name="kernel-pae" arch="i586" version="2.6.25.5" release="1.1"

<uninstall kind="package" name="kernel-pae" status="I_Th_"/>
I'm not really sure where the lock is comming from. Regarding the uninstall,
here's where 'zypper dup' creates the wrong request: It wants to erase just one
version but creates a "erase all versions" request.
