Ok, /var/log/messages contains nothing useful.
We need to know exactly where this problem happens in the shutdown process.
The last thing we see in boot.msg is /etc/init.d/halt.local.
Normally this is empty, do you have any local commands here (just to rule out,
that the problem is here)?
After this, the logging stops, because the local filesystem are supposed to be
unmounted, so we don't see the remaining shutdown process in the boot log.
This is only shown on the console.
So, please check if the messages on the console provide any more messages.
We might need your console output then. Can you please reproduce the issue and
provide the output from the console if it contains any more messages after the
"Running /etc/init.d/halt.local" message (maybe a screenshot if possible).
