Think from the point of view of a user.
A user doesn't care (he doesn't even know) if yast2-cc is linked with qt3 and
yast2-moduleX is linked with qt4. He only sees one application which is not
coherent with itself.
Also, until now, yast2 always respected the settings of the user running it,
which is the right thing to do from a ergonomic point of view, and that
behavior should be preserved.
The same across desktops. Users usually just select one desktop system and
stick with it. The user doesn't care about underlying toolkits, what he wants
is that applications show and behave as he wants, with the fonts he needs or
has selected, and doesn't like (or even understands) why he should have to open
three different control centers just to set the system fonts (which, form a
ergonomic point of view, would be completely wrong).
Until now, this was resolved with the gtk-qt engine or themes like qtcurve.
The only consistent behavior is, for all control centers, to set the same
settings across all desktops (unless explicity configured otherwise).
