I don’t think this could be a font problem, xterm uses the “fixed”
font there which certainly *is* available in instsys.¹

I can reproduce that with Alpha 3 *but* *only* if I choose Czech
already in linuxrc *and* test at the very first YaST2 screen.
If I choose Czech later or proceed to later YaST2 screens, the problem
goes away, apparently because YaST2 calls setxkbmap *again* and the
second call works.

Yes, I think so as well. Seems to be an Xorg problem.
Calling setxkbmap several times seems to be a workaround albeit a
silly one.

¹ By the way, I encountered an unrelated problem here while testing
with xterm: When testing at the first screen of YaST2,
xterm sometimes has a window frame (icewm running) and sometimes not
(icewm not running). There seems to be a problem that icewm
does not start always or maybe not always that early?
