I installed 10.3 again and had the normal internet performance as root only for
one dial in. After this I changed to the normal user and the internet was slow
again (for root also...). So I put in noccp into /etc/ppp/options - no change.
After this I added nopcomp and novjccomp - no change also.
Another thing happend: first there was no writing permission to /dev/null (only
root) so I changed it, after this null was lost after stopping dial in process
as normal user as there was no carrier detected by the modem - as root it was
created again. I just mention this if it's got something to do with the
original problem.
Next time I will try this with gnome - I just used kde until now...
