openSUSE does things differently than Fedora. At least on my system, libata is
loaded from the initramfs. I expect that's the case on your system as well, if
it needs libata to find its root file system.
The openSUSE initramfs parses the kernel command line for options that look
like they could be intended for modules. For example, libata.ignore_hpa=0 will
result in the following line in /etc/modprobe.d/options:
options libata ignore_hpa=0
The options file only exists within the ramdisk, so when the boot continues, it
is gone and freed. If your libata module isn't getting loaded from the
initramfs, you'll need to add that line to /etc/modprobe.d/options.
You can verify the value by checking the contents of
/sys/module/libata/parameters/ignore_hpa.
