In my system /usr/share/i18n/locales/iso14651_t1_common tells me this about
p and P:
<U0070> <p>;<BAS>;<MIN>;IGNORE # 410 p
<U0050> <p>;<BAS>;<CAP>;IGNORE # 725 P
(that file is used for UTF-8 locales). So p and P are both sorted as <p>, as
non-accented character (<BAS>) and as miniscule (<MIN>) resp. capital (<CAP>).
This means that p < P. It also means that A < p < P < Z, which means that
[A-Z] should indeed include p, if the locale definition file still looks the
same. So there might be a bug in glibc, in that it doesn't take into account
LC_COLLATE.
