I can confirm this problem. In my case, it happens with 10.3 final, with kernel
2.6.22.12-0.1-default, on a Siemens Scenic Mobile 750 laptop (P2 333Mhz). I'm
running KDE 3.5.7, with kpowersave version ....
I've found a quick & dirty workaround for the problem with a simple shell
script, which I run as a cron-job every 5 min: It checks if the fan is on when
the CPU temperature (read from /proc/acpi/thermal_zone/) is below the trip
temperature, then turns it off. This is obviously not ideal, but it works
decently enough for me. Ideally, either kpowersave or the kernel itself should
handle this. ;-)
I've attached the output of hwinfo, and my shell script. (I accidentally added
them before this message).
