I can confirm this (for 32-bit 10.3). See the discussion in

I believe the 0x0056a4d5 semaphore is part of dmix. In my case it had 0600
permissions, so I tried adding "defaults.pcm.ipc_perm 0660" to asound thinking
that all audio group users could then read it, but although this changed the
sema permissions, there were still problems - as though artsd cannot cope if
the semaphore exists at all.
I worked round it, as Christoph says, by removing the semaphore (ipcrm) in the
shutdown part of startkde. If you delete the semaphore while a sound
application is locked up, sound suddenly springs to life.
