The man page for login.defs says:
LOGIN_RETRIES (number)
Number of login attempts allowed before the login program exits.
When I try to log in at the console and purposefully fat-finger my password, I
get prompted again for username and password. After the third failed attempt,
I get the "Welcome to openSUSE..." line again. It appears to be doing
precisely what the man page describes.
One advantage to prompting for both username and password is that it allows the
user to correct a typo in the username immediately. If it prompted only for
the password, a user who makes an error in typing the username would have to
type the wrong password (or just hit enter) LOGIN_RETRIES times in order to get
the opportunity to correct the typo in the username.
I'm not sure this is a bug, but I'll pass it along.
