I looked in more detail and found that in SuSE 10.3, idle battery drain was approximately 2550mA (after letting the system settle for a while), whereas in Ubuntu, the idle battery drain was approximately 2350mA (also after letting the system settle). This is a fairly significant difference. After looking further, I discovered that unloading the ehci_hcd module caused the idle power drain to reduce to the same level seen in Ubuntu 7.04. Note also that unloading ehci_hcd in Ubuntu causes no change in idle power, which is already low.
