It would be better to download them only when actually needed. The filelists.xml can be a pretty large file and may not be needed for every operation. I know from yum that it does download filelists.xml and other.xml only when required, ad-hoc. So there may be a way for zypp to handle it in a similar way. I think it would be a good enhancement, if this is possible. It could result in a perceived faster zypp. But that's only one issue. The main issue from my point of view is that this has the potential to significantly reduce load on our download server - which is crucial for serving the customers well. It is very important that we avoid unnecessary load and bandwidth waste. All customers access download.opensuse.org; they are not bypassing it by visiting a mirror directly anymore, as with pre-10.3. Thus we need to be careful to not create unnecessary bottlenecks. (The same as for filelists.xml applies for other.xml.
